TA reports
 

There were reports from all the TAs.

TA 2-, reported on the possible work on the extension of a colour gamut specifications in order to comply with a new proposal from Microsoft, Windows Media Photo (HD Photo).

TA 6- The AGM requested TA 6 to investigate the categories "withdrawal" or "stabilized" for older publications such as numerous analogue recording formats. Dr. Grant noting TA6 future work commented that MXF file formats are extremely important within certain industries. The Chairman stated that to his knowledge this work would not be presented within TC100 in the immediate future.
The Chairman reported that there remains a synchronization issue between the IEC TV Metadata Dictionary database and the SMPTE metadata database. The Chairman, the TAM and Mr. Ezaki will investigate the issue.
 
"Stabilized" status of standards
 

Dr. Hirakawa reported that the TC 100 QP for "stabilized" status of standards was approved by the SMB in a written vote. However, subsequently the SMB decided to apply a 15- year maintenance review to such standards. The Chairman was uncertain why the SMB had agreed to the stabilized category then added this restriction.
GMM will prepare a draft INF document, which explains the meaning and process in handling stabilized standards. This will be drafted and presented for approval at the next TC 100 Plenary. The INF document will be attached to the TC 100 report to the SMB after the Plenary.
Each TA needs to submit a list of standards as potential candidates for "stabilized" picking from the maintenance review list before the next AGM meeting in Alsace, France. The TC 100 Secretariat will circulate a DC document every January to obtain approval for the registration of these standards in a list of "stabilized" status. The handling procedure for "stabilized" standards will be included into the TC 100 Guidelines and Procedures in the immediate future.
There was a discussion on how to indicate "stabilized" status in the IEC database system. The TC 100 Secretariat will consult with CO for a recommendation on this issue.


 
Allocation of projects and Fast standardization procedure
 

It was agreed that the following NPs are allocated as shown:
- NP 100/1174/NP IEC 62516, Standard for Terrestrial Digital Multimedia Broadcasting (T-DMB) Receivers to TA 1
- NP 100/1210/NP IEC 6xxxx, Multimedia systems and equipment - Multimedia e-publishing and e-books - Reader's format for e-publishing tp TA10
- NP 100/1217/NP IEC 6xxxx, Digital Loudspeaker Interface based on IEC-60958-4 to TA 4
- NP 100/1240/NP IEC TS 6xxxx, Quality of multimedia information - Vocabulary to directly under TC 100

For NP 100/1217/NP, it was pointed out that the proposed title would not be appropriate. The following title was recommended:
"Interface for loudspeakers with digital input signals based on IEC 60958-4."

There was a discussion whether the TC 100 Fast Standardization Procedure can be applied to maintenance projects.
It was agreed that the TC 100 Fast Standardization Procedure is not applied to maintenance project.

 
ISO/IEC/ITU Common Patent Policy
 

Guidelines for Implementation of the Common Patent Policy for ITU-T/ITU-R/ISO/IEC were introduced (100/AGM (Secr) 501). A form for patent declaration is included in the annex.
TC 100 officers were encouraged to examine this document and to take into account the guideline.

 
Review existing liaisons
 

The Secretary reported that the latest TC 100 liaison list, 100/1230/INF was circulated, in which changes after the Berlin Plenary meeting were implemented. Liaison representative from/to 1394TA was changed to Mr. Yoshio from Mr. Fujimori. Three organizations, DLNA, ECHONET consortium and RDS forum were included as Category D liaison.
There was a comment that JTC 1 should be recognized as a priority liaison organization and it was agreed upon.
It was suggested that an INF document be drafted in which a procedure is outlined for the exchange of documentation to other organizations. (The INF document was circulated as 100/1251/INF)

 
New liaison
 

Dr. Hirakawa reported on a liaison request from IEC TC 9, Electrical equipment and systems for railway regarding AV and multimedia systems in and between cars on trains. A Multimedia ad hoc group (MMAHG) has been organized in TC 9. The establishment of liaison between TC 9 and TC 100 was accepted.

 
Liaison reports
 

There were reports on various liaison organizations, JTC 1, JTC 1/SC 25, SC 29, SC 34, ISO TC 36, IEC SC 3C, ITU-T FG IPTV, IEEE, CISPR/I and SCIT.

 
AGS report
 

AGS Chairman, Dr. Komachi, introduced the recommendations from the AGS meeting held on the previous day.
- AGS requests TAMs to provide input to enable Prof. Ikeda to make a preliminary study and report on TC100 requirements for identifying TC100 objects (IEC 62507 Basic rules for identification systems, TC 3)
- AGS requests Mr. Hyman to report of updated information on SMPTE digital cinema and related technologies.
- AGS requests Mr. Yoshio to propose an NP on general multi-channel assignment.
- AGS instructs TC 100 secretariat to forward the 3 documents on "HDPhoto" to AGM/AGS members for information about "HDPhoto" and its applications so they can assess any impact on TC100 standardization.
- AGS requests Dr. Grant to report of updated information on JTC1/SC29 and related technologies.
- AGS identifies the importance of accessibility and requests Dr. Grant and Ms. Baronas to establish a stage 0 project to develop and evaluate TR on TC100 accessibility.
- AGS accepts a concept of new TA on multimedia information quality and forward the doc. 272 to AGM for discussing its title and scope.
- AGS requests Mr. Yoshio to encourage the study of audio surround technology and loudness to draft NP(s) for the standardization.
- AGS requests Mr. Matsumura to submit an NP on domain management for digital contents broadcasting.
- AGS identifies some IPTV technologies (e.g. RJ45 connector) within the scope of TC100 and requests Dr. Hirakawa to clarify a TC100 position on IPTV and report a TC100 strategy on IPTV by the next AGS meeting.
- AGS accepts the doc.270 as the 1st version of TC100 strategy for security standardization and requests Mr. Yoshio to revise it including the discussions of AGS.

Regarding the establishment of a new TA for multimedia quality a revised proposal document was requested for the next AGM meeting.

 
Meetings
 

The TC 100 meeting in 2007 will be held in Alsace, France.
The AGS/AGM meeting in 2008 will be held in April in Asia area.
TC 100 will be invited by Brazilian NC for 2008 meetings.
