Change of contanct for French NC
 

Change of contact person for French NC was introduced as informed by 100/1066/INF. It was reported that CDV document should be sent to Mr. Lignereux for French translation.

 
Patent Issues
 

There was a comment that it would be beneficial to remind TC 100 officers and NCs of patent related procedures in the ISO/IEC Directives. The Secretary will circulate the part of the Directives to NCs by an INF document in TC 100. (An INF document was circulated as 100/1106/INF.)
It was noted that an ISO and IEC joint workshop for patent and copyright will be held on 1, 2 June in Geneva. Ms. Grant will attend and report back to the AGM in Berlin at the next meeting.

 
EMF
 

Mr. Woodgate introduced the recent topics of Electro Magnetic Field (EMF) and activities in IEC TC 106. He proposed to form a study group in TC 100 to investigate EMF issues relating to TC 100 products. There were comments reflecting on the value of this work. It was questioned whether there is expertise in TC 100 and TC 108 to address the issues. It was agreed that Mr. Woodgate would present a similar presentation at the TC 108 meeting held in June. He would report back on the status at the next AGM meeting.

 
Review existing liaisons
 

TC 100 liaison list, 100/881A/INF modified at the last Plenary was reviewed and some changes were made. A liaison of ICC with TA 2, internal liaison of TC 108 and TC 110 with TA 1 were added. JTC 1/SC 25 was moved to priority liaison area. Two regulator organizations will be added at dependencies areas relating to the methods of measurement for TV power consumption.
The current liaison level D of AES and SMPTE was reviewed and it was agreed to raise them to liaison A. Updated liaison list will be circulated before the next AGM meeting.

 
Liaison regarding Home Network
 

TC 100 Secretary, Dr. Hirakawa reported the activities of coordination with ISO/IEC JTC 1/SC 25 and introduced TC 100 position paper for multimedia home network standardization. He also reported the summary of WSC conference and coordination meeting regarding home network standardization among JTC 1/SC 25, ITU-T and TC 100 held last February in Geneva.

 
TA establishment
 

TC 100 Secretary proposed to establish two new TAs. Some modifications were discussed to the text of terms of reference and the establishment of the TAs were approved.
The titles of TA and proposed officers are:
- TA 9: Audio, video and multimedia applications for end-user network
         TAM: Mr. Ed Barret, TS: Mr. Norimasa Minami
- TA 10: Multimedia e-publishing and e-book
         TAM: Mr. Yashio Uemura, TS: Dr. Mikio Mukai

TA reports
 

There were reports from all TAs.
In TA 1 report, the result of TA 1 ad-hoc meeting on methods of measurement for TV power consumption held two days before was introduced by Mr. Jon Fairhurst, nominated PL.
In TA 2 report, the result of TA 2 ad-hoc meeting regarding the maintenance of 61966-2-1 was introduced. The minutes will be circulated to NCs by TS.
In TA 6 report, there was a brief demonstration of a prototype of PT 62261, Television Metadata database system. AGM confirmed for a call for validation team members in TC 100.

 
Allocation of projects and Fast standardization procedure
 

It was agreed that the following NPs are allocated as shown:
- Allocation to future TA 9 of project NP 100/1062/NP, IEC 62481, Multimedia home networks - Network interfaces for network adapter
- Allocation to TA 4 of project NP 100/1074/NP, IEC 61883-9, Digital audio - Interface for non-linear PCM encoded audio bit streams applying IEC 60958 - Part 9: Non-linear PCM bit streams according to the MAT format
- Allocation to TA 1 of project NP 100/1081/NP, IEC 6xxxx, Measurement of Television Average Power Consumption

The following NP was approved to apply TC 100 Fast Standardization Procedure and allocate to future TA 9:
IEC 62481 -1, -2, DLNA Home networked device interoperability guidelines
Part 1: Architecture and Protocols
Part 2: Media Formats

 
Meetings
 

The TC 100 meeting in 2006 will be held in Berlin, Germany in conjunction with IEC General meeting.
The AGS/AGM meeting in 2007 will be held on 16th and 17th May in Warsaw, Poland.
It was reported that French NC will host the meeting after the week of IEC General meeting in 2007.
