TA2 TAM
 

Professor Ikeda has relinquished his position of TA 2 TAM and the TC 100 Secretariat nominated Dr. Sugiura as his successor. TC 100 AGM acknowledged Professor. Ikeda for his meritorious and long time contributions to the work of TC 100.

 
Electronic Collaboration tool
 

It was reported that electronic collaboration tools have been established for use within TC 100. TA 5 has already utilized the tool. Access right to the tool is based on IEC Expert Management System entry.

PAS procedure
 

Mr. Cocimarov of IEC CO explained that the procedure to include a PAS into the work program of the TC/SC has been changed. Currently a PAS was included into the program of work in the TC/SC automatically after the PAS was published. However, a PAS had been used as a backdoor approach of a NP which has failed by insufficient expert nomination. The new rule requests an NP circulation for a PAS procedure to include the project into the program of work of the committee.

 
Review existing liaisons
 

The AGM reviewed and modified the list as follows:
- The creation of a column for TA 11
- modification of ITU-R SG 6 WPs, based on the organization change in SG 6. WP 6x and 6G were identified (Dr. Hirakawa and Mr. Baroncini)
- addition of IPTV JCA in ITU-T (Dr. Hirakawa)
- addition of JTC 1/SWG-A (Accessibility, Ms. Baronas) and SWG-ARM (Archival and Retrieval Mechanisms, Mr. Yoshio)
- replacement of Prof. Ikeda to Dr. Sugiura regarding TA 2
- addition of JTC 1/SC 28 and SC 35 regarding accessibility (Ms. Baronas)
- addition of VQEG as a dependency (TA 11, Mr. Yoshio)
- deletion of CEN/ISSS
- change of the name of representative from EPA, (Ms. Kaplin)

 
New liaison
 

Mr. Yoshio reported on the meeting of VQEG which was held in Kyoto on 3 March, 2008. Mr. Yoshio was assigned as the liaison representative from TC 100 to VQEG.
It was stated that VQEG is primarily operated by ITU-T SG 9 members. However it was stated that it is not recognized as an official group under SG 9. The AGM decided to list VQEG as a dependency organization in the TC 100 liaison list.


 
Liaison reports
 

There were reports on various liaison organizations, JTC 1, JTC 1/ SC 29, IEC SC 3C, TC 46, ITU-T SG 9, ISO TC 42 and SCIT.
There was a discussion regarding participation in the study group on sensor networks in JTC 1. It was reported that ITU also has interest on this topic. It was agreed that the topic sensor networks would be discussed again in the AGS and also in consultation with the AGM.

 
Stabilized stadards
 

The procedure for stabilized standards was circulated as (100/1367/INF). A DC document calling for comments on candidates for stabilized standards has been circulated. Pending comments received the first set of candidates will be listed as stabilized standards..

 
Stage 0 project on Accessibility, survey usability in each country
 


The Project Leaders requested to circulate a survey document to NCs to gather information on national positions for usability and accessibility. It was suggested to circulate the survey as an AC document to also call attention from all NCs including O-member countries. (100/1398A/AC)

AGS report
 

AGS Chairman, Dr. Komachi, introduced the recommendations from the AGS meeting held on the previous day.
1. AGS requests Prof. Ikeda to develop a TR on TC100 object identification and classification as stage 0 project with the support
of the existing TAs, project teams directly under TC100 and GMT.
2. AGS recognizes the importance of interactive data service using BIFS and suggests that 100/AGS(Secr.)308 should be
distributed to TA1 experts for further discussion to add a new part to the existing T-DMB project.
3. AGS thanks Mr. Talmola for his market status report on DVB-H and requests to report of updated information.
4. AGS requests Mr. Hyman to report of updated information on SMPTE and ISO TC 36 digital cinema and related technologies.
5. AGS requests Dr. Atarashi and Japanese NC to submit the NP on "reference model for multimedia home network
configuration". The NP should refer to the related activities, e.g., taken by JTC1/SC25, SC6, ITU-T, IETF, etc.
6. AGS reviewed the IETF scheme on security specification with consultation of AGM to organize an adhoc study group under
TC100 to clarify the applicability of the scheme into TC100. The adhoc group is requested to provide a report to the next AGS
meeting.
7, AGS concerns the future overlap of IPTV systems/equipment standardization between IEC/TC100 and ITU-T, and recommends
that SMB should organize a coordination group on IPTV.
8. AGS identifies there are a number of activities in archives standardization and suggests that JEITA should open its activities
and involve the related discussions.
9. Considering the fact there are a number of TC100 requirements for energy efficiency, AGS recommends with consultation of
AGM to organize an adhoc study group for satisfying the requirements with an appropriate priority. The adhoc group is requested
to provide a report to the next AGS meeting.
10. AGS requests Korean NC to propose NP(s) to satisfy the requirements shown in 100/AGS(Secr.)310.
11. AGS requests Dr. Grant to report of updated information of SC29 and JTC1.
12. AGS recognizes continuing to be involved in IEC/SMB/SG1 activities.
13. AGS thanks TISI (Thai Industrial Standards Institute) for handling arrangements of the AGS meeting.

AGM agreed to assign Dr. Hirakawa as the leader of Energy Efficiency issue and Mr. Yoshio as the leader of Security issue.

 
TA reports
 


TA 1 requested to skip CD stage of revision IEC 62106 which is proposed by category D liaison, RDS forum. It was reported that Mr. Woodgate commented regarding editorial issues on the document. AGM agreed to skip CD stage after completion of editorial issues commented. In line with the documentation, it was agreed to submit a QP to SMB to obtain approval to derogate the MRD for revision.
TA 1 requested to change the number of IEC 62516 under CDV circulation to IEC 62516-1 because a new proposal which will be the part 2 of IEC 62516 is expected. The change of the number was accepted.
TA 6 reported that TV metadata dictionary in database format will be released soon. Time code related issues are under discussion.
TA 9 achieved three publications since TA 9 established. PT 62514 meeting will be held in June in China.

 
Allocation of projects and TC 100 Fast Standardization Procedure
 


It was agreed that the following NPs are allocated as shown:
- NP 100/1338/NP, IEC 60728-1-1, Cable networks for television signals, sound signals and interactive services - Part 1-1: "Two way home RF cable networking to TA 5
- NP 100/1339/NP, IEC 60728-1-2, Cable networks for television signals, sound signals and interactive services - Part 1-2: "Performance requirements at system outlet in operation to TA 5
- 100/1357/NP, IEC 61937-11: Digital audio - Interface for non-linear PCM encoded audio bitstreams applying IEC 60958 - Part 11: LATM to TA 4
- NP 100/1368/NP, IEC 61966-12: Multimedia systems and equipment - Colour measurement and management - Part 12: Metadata for identification of colour gamut (Gamut ID) to TA 2.

AGM discussed on application of TC 100 Fast Standardization Procedure to the NP, Portable video encoding specification for interoperability, 100/1384/DC.
.It was agreed that:
- the establishment of the project team was approved,
- the comment and expert nomination period should be extended for two months (Total three months),
- AGM recognized that the proposal has a potential to apply TC 100 Fast Standardization Procedure,
- the decision to apply TC 100 Fast Standardization Procedure is left to the project team.


 
Meetings
 

The TC 100 meeting in 2008 will be held in Sao Paulo, Brazil.
The AGS/AGM meeting in 2009 will be held in spring season in Washington DC, USA.
TC 100 is invited by Israel NC for 2009 meetings.
