TA4 and TA 9 TAM
 

It was announced that Mr. Ed Barrett had relinquished his position of TA 4 and TA 9 Technical Area Manager. The TC 100 AGM thanked Mr. Barrett's for his tremendous contribution on behalf of his work within TC 100.
Mr. James Williamson from the US National Committee was introduced as the successor of TA 9 TAM. TC 100 Secretariat will circulate an AC document for notification and approval. USNC would find the successor of TA 4 TAM.

 
French version of document
 

The Secretary reported that there was a proposal on rules for handling French versions of documents by the French NC at the SMB meeting in February. This included cancellation of the TC 100 special rule for English version only document circulation. TC 100 secretaries subsequently had a meeting with (UTE) French NC in March to negotiate the practical rule for TC 100 to continue English version only document circulation.
The Secretary reported that it was discovered that the actual request was for UTE to receive English WORD versions of documents for smooth translation by the French NC.
The Secretary again requested TC 100 officers to send draft documents (CD, CDV and FDIS) to French NC in addition to IEC CO so they can prepare the French version of document.

 
DMT and TC 100 Procedure
 

The Secretary reported that Directives Maintenance Team (DMT), which reports to the SMB, is going to include TC 100 procedures into an IEC supplement of ISO/IEC directives. Dr. Hirakawa and Mr. Ezaki had a meeting with the DMT convener and the secretary on 11th of May in Geneva. The meeting reviewed the TC 100 Guidelines and Procedures, (100/1180/INF) and categorized the sub-clauses into three categories. That was items compliant to ISO/IEC directives, items unique to TC 100, original and items that are explanatory. The TC 100 original items would be included in the supplement.
IEC CO will prepare the draft annex for TC 100 procedure in time for the Tel Aviv general meeting.
TC 100 might also conduct in parallel a revision of the TC 100 Guidelines and Procedures.

 
Energy Efficiency related standardization
 

The Secretary reported on a NP in TC 108 regarding the measurement methods of power consumption for PC’s. The discussion between TC 108 and TC 100 was initiated by identification of the responsibility of energy efficiency related standardization for AV and ICT products.
Dr. Hirakawa reported on the discussion with the TC 108 secretary. He reported that there was agreement that TC 108 would standardize requirements and TC 100 would standardize performance in energy efficiency related documents.
By looking at the overview of both TC 108 and TC 100 standardization areas, it was agreed to include PC or ICT equipment in the TC 100 scope. TC 100 Secretaries will prepare a draft scope and circulate it to TC 100 NCs for comment. It will be discussed at the Plenary for approval in Tel Aviv next October. After the Plenary the new scope would need approval by the SMB.

 
Review existing liaisons
 

It was reported that a liaison statement was sent to Ecma TC 38 informing that TC 100 would like to recognize Ecma TC 38 as a dependency organization.
It was also reported that a liaison statement was sent to IEC TC 111 to establish liaison ship specifically but not limited to glossary of terms for energy efficiency and that TC 100 had received the agreement from TC 111 chairman.

 
Normative references in TC 100
 

There was a discussion on normative referencing which was last discussed at the AGM meeting in Sao Paulo. The TC 100 Secretariat was to prepare a proposal for a normative referencing rule in TC 100 by this meeting. The Secretary introduced the draft normative referencing rule. There were no additional comments at the meeting on the document and it was agreed that the rule would be circulated to NCs for comment.

 
Establishment of a new TA, TA 12
 

The AGS recommended establishing a new TA, TA 12 for energy efficiency . The AGM agreed on the establishment of the new TA. Mr. Iga was proposed to be the TS. After finding the TAM, TC 100 Secretariat would circulate an AC document establishing the TA.

 
Procedure for dated normative references
 


Mr. Woodgate, GMM introduced on the proposal for updating dated normative reference. The GMM requested to list publications that include dated normative references and determine whether it is possible to replace those with the latest publication during each maintenance review. The Secretary commented that stabilized standards should be excluded. The proposal would be circulated to NCs calling for comments.

 
AGS report
 

AGS Chairman, Dr. Komachi, introduced the recommendations from the AGS meeting held on the previous day.

1. AGS thanks Dr. Ikeda for his reporting the stage 0 project on TC100 object IDs and asks him to proceed the project.
2. AGS identifies the user requirements for common APIs for T-DMB receivers and requests Korean NC to forward 100/AGS357 to TA1 for NP submission.
3. AGS thanks Mr. Talmola for his presentation on mobile-TV services and markets and requests him to report updated information for them.
4. AGS requests Mr. Hyman (or a member of SMPTE to be appointted) to report of updated information on SMPTE and ISO TC 36 digital cinema.
5. AGS thanks Mr. Markwalter for his presentation on CEA activities in 3D adhoc and expects the CEA activities will be reported to TC100 in the future.
6. AGS requests Mr. Yoshio to revise the 100/AGS345 and forward it to AGM for discussion of the next revision of TC100 guidelines and procedures.
7. AGS appreciates the works and reports of the adhoc group on energy efficiency and requests the group to propose a New TA on Energy Efficiency by forwarding 100/AGS355 to AGM.
8. AGS thanks Mr. Talmola, Dr. Hirakawa (for Mr. Minami) and Dr. Lee (Korean NC) for their status reports on battery charge interface, LVDC, Smart Grids and Korean energy-efficiency policies.
9. AGS identifies the requirement and status of twin text solution of TA8 permission codes.
10. AGS appreciates the works and reports of the high-level meeting and its adhoc and requests Dr. Hirakawa to encourage the coordination activities with ITU-T, JTC1 and ETSI.
11. AGS identifies the importance of TC100 standardization model including IPTV, PC hardware, etc. and requests Mr. Yoshio to draft an NP on this topic.
12. AGS identifies the clarification of the collaboration between TC100 and TC108 activities and requests AGM to review the proposed modification of TC100 scope.
13. AGS requests Ms. Baronas to report of updated information of TC100 accessibility.
14. AGS expresses its appreciation to the CEA for handling arrangements of the AGS meeting. Special thanks are due to Ms. Hayes for hosting and supporting of the AGS.

 
Allocation of projects
 

It was agreed that these NPs are allocated as shown. For 8.3.4, the project would be allocated directly under TC 100 until TA 12 is established.

TC 100 Fast Standardization Procedure
 

There was a presentation by Mr. Talmola related to battery charging interface for small handheld multimedia devices. The presentation included responses to comments that already had been received. He informed the AGM that Nokia sent a patent statement to CO. It indicates usage regarding their patent as referenced in the proposed standard free of charge.
After discussion there was agreement to proceed with this project focusing on 2mm barrel type interface using normal IEC procedures from the CD stage. It was noted that a potential problem could be conflict with a connector standard in SC48B. Mr. Woodgate volunteered to help draft the appropriate communication to SC 48B.

There was a presentation on the proposal for IEC 62481-3, Digital living network alliance (DLNA) home networked device interoperability guidelines - Part 3: Link protection by Mr. Stone who is a representative of DLNA. It was agreed to apply TC 100 Fast Standardization Procedure to the project.

 
Meetings
 

The TC 100 meeting in 2009 will be held from 18th to 22nd, October in Tel Aviv, Israel.
The AGS/AGM meeting in 2010 will be held in May in Athens, Greece.
The TC 100 meeting in 2010 will be held in Seattle, USA, in conjunction with the IEC General meeting.
